INE criticizes Culture Secretary for being impartial and neutral as a civil servant

The National Electoral Institute (INE) He asked Alejandra Frausto GuerreroSecretary of Culture, to act with “impartiality and neutrality so as not to influence, in any way, the opinion of citizens”, after she and other officials published messages in which they encouraged the consultation for the revocation of the mandate; however, the official posted a new message in which she again used the hashtag “Revocation of mandate”.

In a virtual session, the INE Complaints and Reports Commission “considered it necessary to remind officials once again of the obligation to behave in an impartial and neutral manner so as not to influence the opinion of citizens in any way,” the institute said in a statement.

The INE pointed out that among the officials who did not comply with the electoral ban are Frausto; as well as Adán Augusto López Hernández, Secretary of the Interior; Norma Rocío Nahle García, Secretary of Energy; Luis Rodríguez Bucio, head of the National Guard; Tatiana Clouthier, Secretary of Economy; Ricardo Mejía Berdeja, Undersecretary for Security and Citizen Protection; Senator Armando Guadiana, Hugo Gutiérrez Maldonado, Public Security Secretary of Veracruz; Cuitláhuac García Jiménez, Governor of Veracruz; Alfonso Durazo Montaño, Governor of Sonora, and Mario Martín Delgado, President of the National Executive Committee of Morena.

Frausto was included in this list because despite the fact that there is an electoral ban from February 4 to April 10 due to the consultation on the revocation of the mandate, on April 2 the head of the Ministry of Culture published a message on his Twitter account, in which he said: “April 10 #DiaDeLaDemocracia, wherever the polls are, we will find them”, which was accompanied by a video with characters linked to the current administration, such as Regina Orozco and Fernanda Tapia.

The next day, Sunday April 3, he indicated in a second message: “Isn’t this going against a democratic exercise, going against ourselves? I don’t understand who attacks an exercise in citizen democracy, a conquest for a mature society should be a party”, which he promoted with the hashtags “#10DeAprilTriunfoDelPueblo” and “#DíaDeLaDemocracia”.

On this subject, Alejandra Frausto said yesterday: “Because it is the principle of this government that no one is above the law, and by personal conviction, I will be subject to the order of the INE to remove my publications on social networks related to the #RevocationdeMandat”.

This post received different responses and one of them reads “No, well, it’s fine to comply with the law”.

The decision of the INE Complaints and Denunciations Commission was taken after the political parties Acción Nacional (BREAD) and the Democratic Revolution (PRD), asked the Institute for “preemptive protection against several high-ranking officials at the state and federal levels, for the dissemination of government propaganda during a period of prohibition and abusive promotion, derived from the publication of videos and messages on the social networks, as well as their participation in events of support in favor of the President of the Republic for the process of revocation of mandate in progress”.

“The Commission considered that the preventive guardianship was admissible by considering that, from a preliminary point of view, the civil servants assist in the dissemination and promotion of the process of revocation of mandate, in violation of the principles of impartiality and neutrality to which they are bound, which results from their active action. participation in events organized in the states of Sonora, Veracruz and Coahuila, on April 2, 2022, which is why they have been ordered to refrain from carrying out acts of dissemination and information related to this exercise or in the purpose of disseminating the governmental achievements of the Head of the Federal Executive Power”, detailed the INE.
